中国自1978年改革开放以来经历四轮产能周期，平均每轮周期持续10年左右。而产能周期即预示着经济新周期的到来，决定中期趋势。2017年即在第五轮产能周期的底部和起点。但由于四万亿投资计划改变了产能演变路径，本轮产能周期被推迟2-3年。
美国是典型的财政联邦主义，分为联邦，州和地方（郡县/市/镇/村）三个级次。各级政府只是事权范围与管辖地域不同，没有上下级关系，各自的权利由宪法等法律规定，各级政府只对本辖区的选民负责，不对上级负责。每个政府级次都有相对独立的主体税种，形成联邦税，州税，地方税的体系，州和地方有较大的税收管理权。
