自由主义只有一个高于一切的目标：确保行使个人自由所必需的政治条件。
任何一个成年人都应该在没有恐惧或庇护的情况下，能够就自己生活的方方面面做出众多有效决定，并与其他任何成年人的同样的自由互相兼容。这种信念是自由主义原初的，也是唯一站得住脚的含义。
自由主义并不是现代性的同义词。
自由主义是个后来者，它源于宗教改革后的欧洲。历史发展的核心是个人必须免于公共权威干预的情况下，独自决定自己的宗教信仰。
自由主义者必须在公域和私域之间划出界限，禁止侵犯私域。
洛克确保个人权利自然权利的自由主义希望建立一个由政治上坚定的公民组成的公正社会，每个人有能力也愿意捍卫自己和他人。
